I search to let connected user see some project where they have no roles to request a role.
Currently, users can view projects where they have a role. And not the others at all. I would like project administrators to be able to say "show that my project exists", but without giving access to the project. And that users can see a list of all those projects where they have no role but at least can see the name of the manager to request one from
Roles that grant access to the "browse projects" permission provide access to project content.

Add Project gadget into your Dashboard. It will display all available projects in your jira even if you dnt have the browse permission.
You can add it in your system gadget so that all users can view it.

You are right. Project gadget also displays the list only if user has browse project role. There is no other way in native jira to list available projects.
You need to check for any plugin in https://marketplace.atlassian.com/ OR create a inventory of projects in your confluence or other sites which users use.

Exactly, and I won't start a dedicated developpement to do that because we project to change to Datacenter version
