adding a custom sub-project drop down

I'm new to Jira and can't seem to make this work.  I'm looking to add a "Functional Area" drop down under a particular project that allows user to select from 15-20 different options when creating a new issue.  Can't see to get there following Jira help with custom fields. Once created, I'll need to go back and catagorize the 50 or so issues that already exist.

Any help is appreciated.

There is no "sub-project" functionality in Jira.

But your actual request is quite simple - you just add a select list field for "functional area". 

Where are you stuck on adding a new custom field?  Do you have the permission to do it (Jira admin for classic projects, or project admin if it is a next-gen project)?  If you do have permission, what is stopping you?

(Once you've added it, categorising existing issues should be simple - search for '"functional area" is empty', then use bulk edit to set it)
