We need to know who the Manager is of the user and it would be great to have that field or a field we could use in the Jira User profiles.

According to my knowledge, it's not possible to add extra information to the user profile view in Jira Cloud but you still can display the additional data (as manager, phone number, or address) on a dedicated panel on issue and request views, or even copy that information to a custom field of different types.
If you store your user credentials in an external user directory like Azure AD, next to the solutions already mentioned in this thread, there are a few other 3rd party apps that allow synchronizing user attributes from AD and displaying them in Jira, making the approval process easier and enhancing the communication between team members.
I'm part of the team responsible for Azure AD Attributes for Jira.
If you don't use Active Directory, there is a free add-on called User Attributes which you can use to add and display Reporter and Assignee details on issues. The data can be imported to the app via CSV and stored there in a form of a simplified directory.
