Why do my issues in differnt projects not adhere to the screen scheme

This has driven me crazy for like 10 years and somehow today is the day I decide to do something about it.

- I have one screen called 'DELIVERY: Default Screen'

- This screen is in the 'DELIVERY: Default Screen Scheme'

- This is also included in the 'DELIVERY: Issue Type Screen Scheme'

- 4 projects use this screen configuration

 

If I open up a suitable ticket in each project the order and availability of those screens is different. I know you can override at the project level but can it just not. Like why bother having a shared scheme if it isn't consistent.

Are you on the new issue view?  I've seen it override the settings of the screen.

I am on the new issue view but I swear it has always done this.
