What are the criteria for becoming issue sources?

It is impossible to answer the question why a specific epic or story are not visible on your plan. Maybe they were completed long ago. Maybe you don't have the necessary permissions to view the issues in Jira. Or maybe the hierarchy settings in your plan are limited to the initiatives or sub-task level, so stories and epics are hidden. Maybe there is a filter in your plan hiding the issues. For solving this specific issue, you'll need to share more details of how you set up the plan.
An issue source for your plan can either be:
When you create your plan, you should be asked what source you want to use. And if you decide to update that later on, you can do so by navigating to your plan settings and then to the issue sources page.

That sounds like there is a filter active on issue type in your plan, there is something unexpected with the issue filter used as an issue source or there is something wrong with the issue type mapping in your advanced roadmaps hierarchy configuration.
