Hi @ForestMarch and welcome,

here https://packages.atlassian.com/maven/com/atlassian/translations/?_ga=2.4088496.1266593924.1540749370-265030796.1518690225 you can find and download all the language pack.

At server level those plugins will be installed into the SHARED_HOME/plugins folder.
