When I create a new task, a default QA is assigned. Where can I set that user?

Jira does not set fields by default, one of your admins has added a post-function, listener, automation or script to do this.

You'll need to talk to your admins to get it removed, or changed to another person.

You can go to Project Settings > Users and Roles you will see "Edit Defaults" and choose who you want issues/tasks to be assigned.
