Thank you for sharing the screenshot.
This page is from the project settings and you are a project administrator, so you can only manage a project and not users.
You can add people to the project, but it’s not the same as an invite.
In order to invite users, you need to be a site administrator that is a permission that allows you to manage users, groups, product access among other things.
Site admins can perform these site operations:
- Access the site's Admin at https://admin.atlassian.com.
- Make other users site or product admins.
- Site settings so that it displays your company's branding and image.
- Administer users for your site, meaning you can invite, remove, and export users, among other things.
- Groups and product access, meaning you can update settings for how users get access and adding users to groups.
Please, reach out to your site admin so they can approve the invites or add you as a site admin as well.

Checking the details of your site, I can see that you are not a site administrator.
With this said, you can send the request to invite users, but only a site admin can approve or not.
A site admin needs to go to Cog icon > User management > Access request and approve/deny it. Once they approve, users will receive an invite to log in to the site.
