When I select Projects in the menu bar I cant see option to Create a new project

Who gets the option to create new projects is governed by the following global permissions.
Only users in the groups included within this permission will see this "create project" option on the "project" menu.
You'll need a jira-admin to check/update this global permissions setting (under system) - and ensure you're inside a group which gets this permission.
