We have created an automation rule to send email to few 3rd party party users [who doesn't even have access to jira] once the ticket has been created.
Is it possible to send voting option in the customized mail template?
Kindly let me know if there are any other alternate approach to achieve this.

what do you mean by "voting option"?
If the users do not have access to Jira, they will not be able to do anything with the issue.

No, you can't do that. Voting in Jira is prohibited to those with application access. Since these users don't have application access you can't do much.
