Short answer is yes, it is possible to save contacts/phone numbers. For example you could add custom fields on the issue that contains that information, you can create an issue type for contacts, or you can use one of the many CRM apps that are available on the Marketplace. I have only used Insight for it, it all depends on what functionality you are looking for.
