We updated Jira from version 8.2.3 to 8.2.4 and now there is a message that we need to upgrade core as well to be compatible with Jira. But Jira Software and Jira Core have both version 8.2.4 in configuration -> apps.
please refer to JRASERVER-69641 the issue seems to be fixed. They modified the marketplace. If it is still not working, please comment this issue, for those with a starter license.
