I think it maybe due to "Create Attachments" permission if you are using Test Case as an issue type in Jira. Please check for it and in case you are using any plugin like Xray, QMetry, please let me know the name of the plugin.

Then you seems to be using "Test Case" as issue type of Jira. Please check if you are having "Create attachments" permission and your attachment is within the size limit defined in your instance. I hope this helps. If you still need any further help, please provide screenshot
