Unable to publish a draft workflow - there is no publish button???

I am trying to publish the kanban workflow listed below in first screenshot. I read the instructions here about creating a new workflow (I actually copied one and modified it). I'm stuck at the step "publish workflow" ... how? There is no publish button on the list view or in the workflow itself. I've seen the publish draft option at the top of workflows before but in this case I see nothing.

Hello @Stafford Palmieri 

Inactive workflows are automatically saved and because they are not tied to a project, there is no need for version control. Once you apply this workflow to a workflow scheme that is then associated to a project, you will see the publish button when you try to edit it again.
