Unable to create initial user after initial JIRA install

So,

 

Background:

We've had a 10 user license for Jira...we had a MySQL meltdown, and we were unable to retrieve the backup file for it...using our exsisting JIRA, we cleared out the dbconfig file and fresh installed MySQL. Then we reinitilized the set up for JIRA (Custom) using our same user license.  We are unable to create the initial admin user since it says we do not have permission.  We have tried a clean JIRA install on another service, and it has given us the same issue.

Issue:

Why can we not create the initial user, even with a fresh install? Is it something to do with our license tracking on JIRA itself, and attempting to use the same license on a new JIRA....or?

Check the log files and let us know what happens when you try to create a user.

Hey Steven, we weren't able to locate the root cause of the problem....but with a fresh install of MySQL we were able to work around the issue.  I would assume this issue was on the MySQL side.
