For the error you are receiving, this can generally be seen when you don't have enough licenses or if there's something wrong with the default product access. You can double-check that following the instructions here:
Make sure that whatever products you want new users to have access to by default is set up there. Deselect anything you don't need your users to have access to by default.
This may not be the issue for you, but I recommend checking it. The particular 400 error you are also seeing isn't something I've seen before, and so we may need to get a look at your site logs.
Can you first check your product access? You can share a screenshot if you're not sure. If you continue to have issues, please let me know. I'd also like to know if this is a recent problem, or something that has always happened for as long as you've had the Cloud site.

Currently, I have 8 users in the account. When I try to add one more team member into the JIRA via MANAGE USERS, I am getting the above error mentioned in the attachment.

Thank you for sharing the screenshots. I noticed you have some private information left on the image, so you might want to edit it out, or you can remove the image entirely now that I've seen it.
Just to test, if you try to add the user as a Basic user instead of Trusted, does it work?

Allow me to step in while Shannon is out of office.
Checking the logs of your site, I found the following one that might be the cause of the issue:
Failed to retrieve default product groups: Application role found without default groups: Jira Software
Please, go to User management > Product access and check if Jira Software has a default group. If not, please add jira-software-users as the default one.
After that, try to invite the user again.

It seems that for Confluence there are no default groups because by default it's the "confluence-users".
Please, go to Product access and confirm if there is a default group for Confluence.

I have tried as per your instruction.
One thing I have noticed is the "confluence-users" group is not present in ADD GROUP options under CONFLUENCE and now when I try to enable the "New users have access to this product" getting some error "Could not set the default state of this product".

The group confluence-users were created as we can see in the previous screenshot.
Please, try to add the group to Confluence by clicking on "Add group".
After that, remove the jira-software-users, site-admins, and the other group by clicking on ... > Remove group.
Refresh the page to check the updates and try to make confluence-users as the default group for Confluence.
Then, try to invite the user again.
