I have a team-managed project where all the team members are administrators.
However, when any of the team members try to start the Confluence page it says:
The site admin will be notified of your request.
No one from our team is getting the request to approve. How should we resolve this issue?

You need to speak to your Confluence admins or Organization/Site admins, they're possibly not seeing the requests for access to Confluence.
Each application has it's own access approval process, so your team managed project admins are only admins for that team managed project and are not necessarily the type of admin you need to grant application (confluence) access.
So, in summary - You're requesting access to an entirely separate bit of software, and your Jira project settings have nothing to do with it.
