Transition: Require a comment

Is there a way to require a NEW comment when transitioning from one status to another?

You can set comment required validator on transition (link).

You must remember to add on transition screen with comment field.

Will this require the user to add a comment or does it merely check to see if a comment exists.

So if a user had added a comment two weeks ago would it pass this validation?

I followed the steps in the link from Sabastian through Step 7 and was able to then add a "Field has been modified Validator" to achieve a mandatory comment without a 3rd party app.
