Our time tracking setting page does not the "Activate" or "Deactivate" button.
Where to find it?

Why are you looking for an activate button? Just set the time-tracking to what you need.
I am looking for this button because the LOG WORK does show as an option in the ISSUES 3-dot top right drop down menu.
I thought that it doe snot show because the Time-Tracking is not activated and ALL documentation that I found on the Internet is saying that in order to activate the time tracking you have to click on THAT button that I do not see on my page.

Ok, you've found the wrong documentation, you're looking at Server documentation, while using Cloud.
As it says in the screenshot, if your people can't see a log-work option on an issue, then they do not have the "work on issues" permission in the project. You'll need to enable that for them to use time tracking.

That work on issues settings is the very first thing I did, see screenshot below and that DIDI NOT fix the issue so I spent another almost 3 hours to find find all sort of feedback and the only 1 left that made sense is the time-tracking activation, which you now say does make sense??
So I have 2 important question:
1/ why is Atlasian making this SO HARD to set as I will probably need another so MANY hours hours of research before getting this done.
(tis should be a 30 seconds thing to do, BUT NO Atlasian makes this a 10 hours waste of your time thing....)

It is not hard to set, you have it all set correctly already.
I think we need to check the user who is not getting the "log work" option against the issue they are trying to log work on.

The assignee or reported cannot see the log-work option, but if you look at the last screenshot you will see that I already gave both the access for this.
Just like I said, this may take several days before it can be resolved and after I tried another 1 millions things and 20 hours later...
It really sucks that such a small tiny feature has already sucked 4 hours of my time... and still no resolution and BTW, this is blocking our project from moving forward....

I am sorry, I was very unclear in my request for more information.
I would like to see the profile of a user that places them in one of the groups in your screenshot, and to see the options on an issue on which they cannot log work, where the issue has them as assignee or reporter.
This can be done in one go if you open up an issue where they're reporter or assignee, and hit the options menu (this will partially obscure some fields we want to see, but you can see in my screenshot that I can match the reporter to my login by the icons for them)
There are also a handful of other things that might be causing "log work" to disappear, but they're complex to explain how to find and I don't want to waste your time reading all the explanations behind them. Could you tell us if:
You are using a "company managed project" - this will be shown at the bottom left when you're looking at a project or issues in it
You are using a "team managed project" - indicated in the same place
The project is a Jira Service Management project (these don't do team-managed, so the indicator won't show for them, they're all company managed)

and 2nd screenshot shows the gr oups where both users are locate din : Shaindy and Eric , I am the reporter and she is the assignee.
We are both in that JIRA group that was added on then work-on-issue permission list and yet we do not have the "log work" option.
In that issue screenshot, I am logged as "Eric Levy" (that is me : michel eric levy)

People did not trust me when I said that this case might take days, weeks months YEARS to be solved as people quickly give up on helping me.
Small issues like having the log-work feature should take seconds to fix, but NO, it might takes several MONTHs to get it fixed - IF EVER fixed!!!

Um, your screenshot shows that you are in a team-managed project.
That means the permissions you showed us are irrelevant - they don't apply to team-managed projects.
In a team-managed project, the permission is done with the roles. Go to project settings -> access and amend the user's role(s), enabling them to log work.

Conclusion (after almost 9 hours of my time): You cannot get users to log work on a free account.
Why is that simple answer nowhere to be found when you look for the ways to make the "log work" option to appear, it would have saved me 9 hours of my time...

You can log time in a free account, but only in company-managed projects.
