Hi,
I am looking for a test management tool to use with jira. we are a team of 60 people and we have a tight budget.
Can someone please suggest which is the best tool/plugin to use with Jira?

"Best" is not something we can objectively judge for you in this area.
I can say good things about at least 1/4 of the list at https://marketplace.atlassian.com/search?hosting=cloud&product=jira&query=test%20management (the other 3/4 I simply haven't used, so I can't judge them)
But which one might be "best" for you, I cannot say without a good look at how you would like to work.
My only bias here is that I prefer the ones that don't try to handle test plans as Jira issues - that feels clunky in places.

Thank you for reaching out to us. Although we have discussed this matter already through our channel, I'd like to share my response here as well, in case if anybody else is wondering as well.
You can group the Test Cases in a Test Cycle named Regression. Then you can proceed and execute all Test Cases within the "Regression" Test Cycle.
To make it easier for next Regressions, you can clone your Test Cycle and edit its description and version.

You might want to check out AgileTest.
It is one of the most well-known test management for Jira tool in the moment, full-featured, supporting all testing methodologies. And one big catch is that it is free for download

I have found this new tool AgileTest Test Management for Jira, it looks very promising. Tried and really like the Test Script and Session for ad-hoc test.
When the team implement all the test case management features they planned it will be better than the old ones such as xRay or Zephyr.
