we are trying to Migrate From Jira server to Jira cloud, after migration Test steps are not migrated to Jira cloud. Please assist
Test issue were successful migrated but not their Steps

Test Steps and all other Zephyr objects are migrated with the JCMA, is that what you are using?
If yes, you need to be sure to select Zephyr when creating your migration plan. Not doing so is a commonly missed step.
Test Cases are Jira issues, so they will be migrated as part of the Jira migration. The other Zephyr fields will get migrated when the JCMA hits the Apps migrations.

If you are referring to Zephyr, then the teststep is a custom field which is found only on server. This field can't be migrated, and it's not that big of a deal. If you crosscheck your test execution to both server and cloud, you will most likely see that everything has been migrated alright. I've done this for a client of mine and had the same issue.
Be sure to check the premigration report, as well as the post migration report, both from Jira and Zephyr.
