Or do they need admin privs to get onto the machine that the server is running on? That would be your internal IT dept.
Trying to understand your answers above, if they are already a Jira Admin but you can't add them .... What exactly are you asking for?

Neither!
Jira Server/DC has "system administrators" as well as Jira admins and project admins. (Cloud has them too, but only Atlassians can be system admins).
It's the same principle though - only a system admin can add a new member to the system admin group(s).

Can you elaborate on what you want that person to do within Jira? Any specific requirements?
