I'm looking to monitor the 3 metrics below across 10 Scrum teams:
Ideally this should be automated into a Dashboard view. And generate a rolling average for each metric for each Scrum team.
Any suggestions on filters, dashboard gadgets, and generally the best approach?

I do not believe you can get any of those as a plain number value (or rolling average value) with out of the box Jira. There are built-in reports and charts from which you could view and gather the information.
If you want those specific measures, you could:
If for the "Number of User Stories open at a time per Sprint" you mean the WIP level over time, you can see that on a Cumulative Flow Diagram (built-in chart) by adding all of the team's information to a single, Classic project Kanban board. Remember to use that board as view-only (no updates) if you try that route.

We provide a commercial app called Dashboard Hub for Jira. This app allows you to easily create dashboards with pre-defined templates, integrations with other Jira instances, Confluence, Bitbucket, Opsgenie, Insight, Statuspage, +60 gadgets and custom charts. Your three metrics could be created with one of our gadgets called JQL search:
