Hi! 

Is there a way to set an alert on a customer whenever a new story/issue/ticket has been created by various other team members? We pull time by EPIC and if a story/issue/ticket isn't assigned to an EPIC, that time gets missed. I've checked around the help pages and don't see any option a the customer level. I figure that's the easiest level vs. project so nothing gets missed.  Thanks!

Welcome to the Atlassian community.

First can you tell us are you working with a Jira Software, Work Management, or Service Management project? You can find that information on the Projects > View All Projects page in the Type column.

I ask this because I am unclear about who you are referring to when you say "customer". "Customer" has a specific meaning for Jira Service Management projects. If you are using one of the other types of projects we need to understand what you mean by customer.

How is the "customer" identified in regards to the new story/issue/ticket?

You said you want to send the notification "whenever a new story/issue/ticket has been created", but then in the next sentence you mention a scenario where an issue isn't assigned to an Epic. Do you only want to send a notification when a new issue is created and not assigned to an Epic during creation?
