1. Can we renew Jira Server products until end of life date in feb 2024?
2. Also... our company is on a legacy server pricing plan that is ~$25,000 for our team of 2200 people. Is it true that my new price will be anywhere from 5x-10x this price after our three-year discount transition period if I move to the cloud? It seems like basic prices for cloud are ~$110,000 for a team our size.. and if we decide on a premium option it'll be even more... am I looking at this wrong?

The answer to your first question is yes you can renew your server license till feb 2024 with no changes from whatever the date your want with below condition
Feb 15, 2022 - You can no longer upgrade or downgrade tiers for your Server products or apps anymore.
Feb 15, 2023 - You can no longer buy new apps for your existing Server licenses, including conversions from free app trials to app purchases. App renewals will be prorated with an end date of February 15, 2024 PT to match your Server products' end of support date.

For second question I would recommend create a support ticket with Atlassian https://support.atlassian.com/contact/#/ with Server end and Sales support and get more details from them about your transition plan from Server to Cloud and also discuss about the discounts in pricing for the Cloud plan you want to migrate
