Send notification only if custom field value is selected

I need to email a specific privacy team in my organization whenever a JIRA issue comes through that has privacy concerns.

 

There is a custom field, "Needs Privacy Review", for each issue that is either marked "yes" or "no".

 

How can I notify a certain group only when the custom field says "yes".

P.S. I do have Scriptrunner installed if that's of any use.

Since you have ScriptRunner you can create a new Script Listener and use the Send out a custom email, it allows you to set conditions that needs to be met, in your case when the custom field is set to yes.

You can try to create a postfunction attched to a transition which leads to the same status. 

(Button from status to itself). once you click the button the mail will be sent to a list you specify.
