Same groups but different views accessible ?

This question is in reference to Atlassian Documentation: Permissions overview

How can it be possible, that users with the same permission views either can see all releases when clicking on the releases view and others see none?

Several users can view all releases and others can´t see any. None of the affected users are admin or project admin in this scenario.

Do they see the "Release" menu in the sidebar of the project?
