S-JQL to find only projects that have issues which are pulled into a structure (any)

We are moving from Jira Server to Cloud and trying to plan how/when to move the Structure Plugin.  We are doing a 2 phased approach, but the phase boundary is being obscured by Structure. 

We have 88 Structure enabled Project. 43 are in phase 1, 45 are in phase 2.  (The boundary is for project connected to Jira Align or not, which of course are different from whether they have structures or not).

I need to identify of the 45 projects not planned for phase 21 how many of those project have active structures pulling in an issue from just those projects and the name of the structure.

We have ~900 structures to sort through. More than half are probably abandoned.

I'm not sure this can be accomplished, but I've reached the end of whatever I could find in documentation, etc.  Any  help much appreciated.
