How can I revoke site access to an associate who is no longer with the company? He was set up as an admin, so I don't seem to have access to delete the access.

I would have your IT folks intercept the email to his company email if they are not already. Then have the system send him a Password Reset.
Get that from the email, reset his password in Jira.
Then log in as him and remove him from the admin groups.
After that, you can log in as an admin and deactivate him.
