Is there a way that we can restrict users from letting them create issue from jira software & force all the requests coming in only from portal for service projects ?
We have a big team of agents & unfortunately even after informing them multiple times the trend is not changing & whenever they have to create issue on behalf of someone they prefer to create it from Jira software & not portal. So, we want to restrict them so that we can force them to use portal.
Is there a way or workaround to achieve this ?

When agents create issues in a Service Management project they may create it using the Create button from the menu bar or using the Raise Request option in the navigation pane on the left. The Raise Request option uses the Customer Portal interface to create the issue. The Create button gives the agent the Create Issue dialog.
Are you trying to block the use of the Create button and the Create Issue dialog? If so, why? What problem are you trying to solve?
