Our developers work on multiple clients and multiple projects at any given time. Because of this we moved all work into a single project and used Epics to group work by client/project. This allowed us to see programmers workload and plan sprints across all clients/projects.
NOW we have a client who wants to use our Jira to see their work/status/add new tasks. We cannot seem to figure out how to create a new user role that can only see data for a specific epic. is this possible?

Yes, this is possible, you have to configure issue security schemes and then use that together with your user role. Have a look at Configure issue security schemes for more information.
