So I'm guessing this is more of a Github questions but hoping some folks in this group may know.
Problem: I'm trying to build a release management process in my company and one of the struggles I'm having is developers checking in code that's not approved for a release. I currently have the "Fixed Version" field in Jira restricted to only members in the release management group can edit it. That field indicates what has been accepted for a release. I would like to enforce two rules:
I have no idea where to start or how to do it. I'm also very green with Github but can get the access I need to make any changes.

Have you considered a third party integration solution to synchronize your Github instance to Jira bidirectionally. If not, I would urge you to look at Exalate where you will be able to sync PRs.
