I have a question about creating a project role. How to create a role can create release without having to be an administrator.

You can't. Jira does not support more granular permissions for Project Administrators. Any Project Administrator for a given project can create Release Versions, Components, and manage the association of users to Project Roles.
Note that is Project Administrators. A user doesn't have to be a full Jira Administrator to be able to create Versions.
