Read only access for users

We like to add users to Jira that have no rights else than "read only", 

Questions: 

Do we need to pay the same amount for those "read only" accounts

How we can give this "read only" authorization to Users?

In order to have 'Read Only' access, just give them (users/groups/roles) the "Browse Project" permission. I would recommend to create a Role called "Viewers" and add the "Viewers" role in the "Browse Project" permission.

Of course, these would be additional users and it would add to the costing.
