Hello Mani,
As you mentioned, Jira can notify a Team (channel) within Microsoft Teams. However, the calls are only supported within Microsoft Teams to channels and not individuals.
A feature Microsoft does have but would not apply as you are server is Jira Bot, but it only supports cloud, not server.
This would be a great feature within Microsoft Teams and I would highly suggest you search or submit Feedback to Microsoft to enable their product to support individual notifications from Jira. Here is the Microsoft Teams feedback forum: https://microsoftteams.uservoice.com/forums/555103-public
