user creating a ticket when he don't have permission.

i have restricted the user to not create a ticket for a particular project, in the permission level. Even though he can able to access and create a ticket.

For worklog permissions you will have to make sure that the user doesn't have the following permissions related to worklog in the project's permissions scheme

• View All Worklogs
• Work On Issues

If the user doesn't have above 2 permission then he won't be able to log work nor will he be able to see worklogs of other users.

There is no separate Jira permission for sub-tasks if he has browse (view) permissions in your project i.e. he can view an issue then he will also be able to view the sub-task. Permission schemes can't be customized per issueTypes they are generic for all issues of an project irrespective of the type.
