I tried to import issues set up in a csv file in Jira and get an Access Denied error. I am not sure if it's the way my user account is set up, or if my organization's version of Jira does not support this feature. Does anyone have guidance on this?

Just for us to better understand and help you with this issue, can you please send us a screenshot showing where would you like to see the preview of the image?
Usually, you can see the preview of all attachments when clicking on the card.
