Instead of using JIRA for this, why not use Confluence. When you release a version in JIRA, then you can create a release version page in confluence (this can be automated) the page will list all the improvements and fixed bugs (just like Atlassian release notes) and you can also attach the latest release of your software to this page and give access to end customers.

thanks for the tip using Confluence, we will definitely check it.
In order to conclude this issue for us: Is it nevertheless possible to use JIRA software for filehosting to provide the newest version of our software tools to the customers?
