Hello,

Did you try to follow this KB?

https://confluence.atlassian.com/jirakb/migrating-from-jira-server-to-jira-cloud-779160826.html

If it works for you, then why would you need other tools?

In the process of importing we can only move current backlog items and not those from closed sprints. We end up losing some past data.

Ultimately, we're looking for some software/add-ons to move the history as well.

Short answer is that you can't.  Importing data in full from a Server Jira on to Cloud requires you to import *everything* - the whole system.  And overwriting what you currently have on Cloud.

There is a way to do it if you wish to preserve Cloud data.

  • Install the very latest version of Jira on a dev system
  • Download and import your Cloud server into it
  • Upgrade your server Jira system to the same version
  • Export from your server Jira system
  • Configure any projects you wish to move to Cloud in the dev system
  • Use project import to pull the issues in from the server export
  • Delete issues you don't want to put on Cloud
  • Export from there and use it to overwrite your current Cloud system
