I can't understand what is wrong with this basic workflow.

I am in admin role, so no reason to not have full access. I also can see the two tickets on the board, they just go to backlog, instead of jumping to 'legal review'

You could also use an add-on to get this info. For example, you can use this add-on:

Hello Siva,

if you want it to one-time check something, you can manually inspect History tab of an issue. Otherwise, JIRA Suite Utilities is a plugin that introduces Transitions tab containing this time information.

thank you, how do we get reports for multiple tickets, with only " in progress " time ?
