Slack Integration: Jira link added using Slack workflow is not unfurled

We use a Slack workflow for async standup/updates.  When users add a Jira key/link to the workflow it is not showing up (says "Log in with Atlassian account"). But when dropping in the key/link as a usual message it does unfurl properly.

Jirabot is invited to the channel.

Is this a permission issue?

I can definitely see how this feature would come in handy. It looks like there was a feature request for Confluence to add this feature, but our product team found there was limited demand:
