To attach the document to Jira issue he/she should have to Create attachments permission.

Please check if he/she has this permission or not in that project.

the permission scheme controls attachments.  It sounds like they aren't in a group or project role that allows adding attachments. The JIRA admin can check the permission scheme and groups. The project admin typically controls project roles.
