Hi,

at the project permission scheme you can add the assignee to the browse project permission.

if you need a more complex setup you can work with issue security schemes

keep in mind that schemes of this type are shared between project so if your going to make this change for a couple of projects you need to copy the schemes, make the changes on the copies and assign them to the desired projects to affect only the ones you need
