Who can access the Board Settings in a project?

Who can access/edit the Board settings in a project? Only the users mentioned as Administrators in Board Settings or the Project Admin's of the project where the board is located also can access/edit the board settings(like Columns, Swimlanes, etc..)

And when ever we create a new Kanban board, I see by default the swimlanes are based on Queries and there is query by default with the name Expedite, which no one created. Is this by default for all the Kanban Boards?

What kind of default value would you like to set? Sprints are opened and closed. You can not set the same sprint value for all issues. Moreover usually issues are examined during planning and added to a sprint. It is a manual work to do.
