Usuario deshabilitado

Estoy creando un usuario con permiso de  jira-software-users , para una persona que ya tuvo usuario y como no se usaba, se elimino. Ahora al crearlo nuevamente, me aparece como "Usuario deshabilitado" y no se como habilitarlo. tengo todos los permisos de admin pero no encuentro desde donde realizar esta acción

I realized that I need to have sub-tasks in the filter to allow the gadget to pick up the time spent from the sub-tasks of the stories. Time spent field just picks the time logged on the story and not on its sub-tasks, while Aggregate time spent picks everything.

ideally, workload pie should allow aggregate time spent as one of the option.
