After adding 5 more users, my plan is up to 10 and I had 3 including myself, so in total, we are 8 now, User Management stopped working, it is not giving any error, just opening a blank screen after some loading.
After some more time, it shows the attached screen (screen 1)
And inside the network tab, I can 504 error attached as well (screen 2)
Not quite. It is something Atlassian are working on, but it is going to be a long path.
Project admins can deal with users, versions and components, since a very early version of JIRA, and it's not changed since, until JIRA 7.3 took the first step and allows project admins to edit a workflow if the workflow is only used by that project.
