I created a new level 1 ticket type, however, it doesn't behave like a epic.

Meaning I can't nest tickets within it.

Is there something beyond the document of creating new epics, on how to get them to work?

Ok, it looks like you're doing roughly the right thing, but what are you actually asking for here?

@Nic Brough -Adaptavist- I intemd to ask if my approach is right and what else needs to be done from an initial analysis perspective?

I think the list you've given is a very good start, and the next step is to build an ordered list of what you need to do.  For example

  • Upgrade all Jira systems up to the highest version you currently have
  • Ensure all Confluence systems are on at least version 5.x (ideally 6.x though as that can save you some problems on merge)
  • Establish the final lists of add-ons
  • Establish target versions
  • etc
