Every time I do sprint planning and add an assignee it always shows alphabetical and I have to search for users. Is there a way to display the most commonly assigned users in a project at the top or maybe star some that moves them a head of alphabetical list? This would just speed up the process a lot.

I'd like to propose the solution - the add-on Issue History for Jira Cloud (link).
It shows the history of all changes that had been made with specific issues.
Plug-in allows:
- Get the changes log ordered by the date.
- Use filters to select issues list.
- Set columns to show different fields on the report grid.
- Apply custom date range to filter results.
At the Atlassian Marketplace you can get more information about the add-on and try the trial version of it.

If you access the issue, there is an tab in the page, called "History", where you can visualize the history and status that the issue transitioned.
