If there are 2000 Jira users and 100 testers then which Zephyr licence should I use?

do you want to have individual story/issue-keys instead of having them simply counted forward?

I am sorry, but that is not supported by Jira. If you need to have individual identifiers, you might accomplish that by adding a custom field where you store your id.
