How to restrict workflow transition to "Automation for Jira"?

Info: Free tier, Next-gen software project

ISSUE:

When creating a git branch I am moving a card from "SELECTED FOR DEV" to "IN PROGRESS" through an automation trigger. I would like to be able to limit that transition so that the only one who can move it is the actor of that trigger (the Jira bot). Jira defaults the actor of the trigger to be "Automation for Jira". 

ATTEMPTED: 

I've visited Project Settings -> Access to see if I could find the user Automation for Jira, in hopes of being able to apply the restriction to Admin users only, but Automation for Jira is not there.

Hi Raj,

If you wish to allow issue to be created by non-JIRA users, please ensure that 'Anyone' is associated to the Create Issues permission for that specific project:

@KellyW I don't think that is accurate. I have set up a mail server with the same email address as the default reporter for a Create Issue mail handler using that server. I have also set Create Issues permission for the default project to "Group: Anyone". But I get the attached error when I test the handler.

Also, when I look at the instructions on this page there is a big warning at the top that only Service Desk allows non-users to create issues. But then down below there are instructions on how to allow non-users to create issues (via email).
